Background The U.S. Army Dugway Proving Ground (DPG) is located in the West Desert of Utah and spans approximately 790,000 acres. The facility is about 90 minutes southeast of Salt Lake City, UT, and is surrounded by BLM public land and private as well as National Wildlife Refuge lands. The mission of DPG includes ensuring reliable communication for its workforce and customers, particularly in a vast and open desert environment where communications can be unreliable. The goal of this contract is to procure Starlink systems to provide a backup communication solution when traditional lines are down, supporting both routine operations and emergency response scenarios. Work Details The contractor is required to supply the following items: - 9 units of the Starlink GEN 3 Standard Kit with a 500 MB monthly service for 12 months - 4 units of the Starlink Mini Terminal Satellite Kit with a 500 MB monthly service for 12 months. Each system must be capable of supporting high-bandwidth and low-latency communications necessary for real-time voice, video, and data transmission during missions. The Starlink systems must be portable and suitable for rapid deployment to meet operational needs across the expansive area of DPG. Period of Performance The contract will be performed over a period that includes the duration of the service plans for each Starlink system, specifically covering a 12-month service period. Place of Performance The final delivery location for the contract will be at the West Desert Test Center, U.S. Army Dugway Proving Ground, Utah. Bidder Requirements Offerors must submit a memo confirming their status as an authorized reseller of Starlink equipment and services.
