The Government is contemplating an award of a Commander, Navy Installations Command (CNIC) Design-Bid-Build, RM-23-1146 Dry Dock 2 Caisson Overhaul at Portsmouth Naval Shipyard (PNSY) in Kittery, Maine. This project performs a required overhaul of the Dry Dock 2 Caisson to maintain certification. This also includes caisson seat extension and vertical extension of the existing caisson to provide continuous flood protection from Berth 6 through the caisson and to Berth 5. Portions of work will need to be performed with the caisson out of the water.

Bidder Requirements Bidders must demonstrate experience with relevant construction projects that meet specific criteria: - Experience with projects valued at $10,000,000 or greater. - Experience with construction, renovation, repair, and/or certification of caissons or floating vessels. - Demonstrated capability in placing a caisson or floating vessel in a dry dock or similar facility. - Experience working on a caisson while it is in a dry dock or other facilities. - Submission of a capabilities package including relevant project information forms and evidence of past contracts similar in nature is required. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on N4008522C0010, awarded to Bollinger Shipyards Lockport for construction of two graving dock caissons for PNSY’s Dry Dock #1N and #1W, including steel fabrication, installation of mechanical and electrical systems, and full testing of the caissons and their interface with dry dock seats. The current RM-23-1146 effort similarly involves work on caissons at Portsmouth Naval Shipyard to maintain certification, including caisson seat extension and vertical extension, with portions performed with the caisson out of the water—suggesting continuity in caisson design/fabrication and integration work at the same facility.
