Background The US Army Corps of Engineers, Portland District, is issuing a solicitation for scaffolding rental and associated services at Bonneville Lock and Dam. The goal of this contract is to facilitate the inspection and repair of turbine blade seals on Main Unit 16 in Powerhouse 2, ensuring that the necessary scaffolding is available for USACE personnel to perform their duties effectively. Work Details The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to install, maintain, and dismantle/remove scaffolding in the draft tube of Unit 16 in Powerhouse 2 at Bonneville Lock and Dam. The specific tasks include: 1. Mobilization and setup of scaffolding. 2. Daily rental of scaffolding for a period of 93 days. 3. Breakdown and removal of scaffolding after use. Period of Performance The contract work is expected to commence on July 6, 2026, with various phases concluding by October 26, 2026. Place of Performance Bonneville Lock and Dam, Cascade Locks, Oregon. Bidder Requirements Bidders must ensure they have the capability to provide all necessary personnel and equipment for scaffolding installation and maintenance. Additionally, all contractors attending the site visit must possess a REAL ID for access. Incumbent Analysis (see Incumbents section for more detail) The solicitation for Bonneville Scaffold Rental appears to have a confirmed incumbent based on prior award W9127N24P0135, awarded to Ecology Mir Group for $243,969 (09/23/24–03/31/26). That prior contract involved scaffolding work (“SCAFFOLDING PH-1 PHASED RELOCATION”), which aligns with the current requirement to provide, erect, maintain, and dismantle scaffolding at Bonneville Lock and Dam for ongoing inspection/repair activities. The overlap in location and the phased scaffolding installation/removal scope suggests the current effort is a continuation of similar scaffolding support needs.
