Summary: Background The U.S. Army Corps of Engineers is issuing this contract for the removal of debris from the log boom area and trash rack at Hopkinton Dam, located on the Contoocook River in Hopkinton, NH. The goal of the contract is to ensure that the waterway remains clear and functional, which is essential for environmental management and safety. Work Details The contractor shall furnish all labor, materials, and equipment necessary to remove debris from the log boom and trash rack at Hopkinton Lake. This includes transporting the debris to a designated area approximately 1/2 mile from the removal site. Specific tasks include: - Removal of woody debris (logs, stumps, branches) cut to a maximum length of 6 feet prior to loading. - Removal of other debris such as Styrofoam, plastic containers, tires, and propane cylinders. - Compliance with U.S. Army Corps of Engineers Safety and Occupational Health Requirements (EM 385-1-1). - Submission of various safety documents including an Accident Prevention Plan and Activity Hazard Analysis before commencing work. - Daily safety meetings and documentation are required. - Equipment must include a crane (minimum 100-ton capacity), clamshell bucket, debris pushing motorboat with crew, dump truck for debris transport, chainsaw or cutting equipment for woody debris, and possibly additional loading equipment. Period of Performance The period of performance for this contract will be 90 days from the date of contract award, contingent on weather conditions. Place of Performance The work will be performed at Hopkinton Lake and surrounding areas in Hopkinton, NH. Bidder Requirements Bidders must demonstrate relevant experience in similar projects and provide documentation regarding key personnel qualifications including certifications for crane operators and safety training credentials. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior contract W912WJ25PA034, awarded to Stacie Lynn Bassett for “Debris Removal, Hopkinton Lake, Hopkinton, NH” in the amount of $34,100 (06/25/25–10/03/25). The current scope similarly requires furnishing labor and equipment to remove debris from the log boom area and trash rack at Hopkinton Dam and transport the debris to an offsite designated area about 1/2 mile away. The overlap in location (Hopkinton Lake/Hopkinton Dam) and debris removal/transport activities suggests the work is a continuation or repeat of the same type of maintenance task.
