Background

Healthy Families of Multnomah County (HFMC) is a nationally accredited, culturally adapted, evidence-based early childhood home visiting program. HFMC follows the best practice standards of the Healthy Families America model and is part of the Healthy Families Oregon network. The program focuses on serving families with significant needs, including those from diverse racial and ethnic backgrounds. It aims to improve child safety, stability, and development through voluntary home visits.

Work Details

The contractor will provide in-person training for home visiting staff on a curriculum that covers:

Early Relational Health

- Infant and early childhood mental health (IECMH) and neurodevelopment - Child development stages from birth to 17 years, including developmental delays, trauma, and stress - Trauma-informed approaches - Ongoing training support for 1-2 years post-initial training - Tangible tools and handouts including brief therapeutic interventions. The training will consist of two full days of instruction.

Period of Performance

The contract term shall be one year with an option to renew for one additional year. The effective date will be upon execution by all parties, with a maximum invoiced service amount not to exceed $35,406 for the two days of training.

Place of Performance

The training will be conducted in-person at a location determined by HFMC within Multnomah County.

Bidder Requirements

Proposers must be legal entities registered to do business in Oregon. They must complete a Pre-Award Risk Assessment if federal funds are used. Proposers are required to meet insurance requirements as specified in Exhibit 2 of the Services Contract.
