Body Scanner for Adult Correctional Facility

Background

The State of Maine's Department of Corrections is seeking proposals for a body scanner to be used at the Mountain View Correctional Facility in Charleston, Maine. The mission of the Department includes maintaining safety and security for residents, staff, and the public while ensuring humane and accountable correctional operations. The goal of this contract is to procure an X-ray full-body scanner that enhances the facility's ability to detect contraband, reduces reliance on invasive search procedures, and promotes a safer environment.

Work Details

The contract requires the provision of an X-ray full-body scanning system designed to detect both metallic and non-metallic contraband such as weapons, drugs, and cell phones concealed under clothing or within body cavities. Key specifications include: - Capability for continuous operational use in various search scenarios (intake/booking, random searches). - Approximately 1,000 scans expected annually. - High-resolution imaging with distortion-minimized images suitable for various body sizes. - Compliance with federal radiation safety standards including safety interlocks and shielding. - User-friendly interface for initiating scans and managing images. - Secure digital storage for at least 1 million scan records with encryption capabilities. - Privacy controls compliant with the Prison Rape Elimination Act (PREA). - On-site training for operators and supervisors on system operation and safety protocols.

Period of Performance

The initial period of performance is from July 1, 2026, to June 30, 2028, with two optional renewal periods: Renewal Period #1 from July 1, 2028, to June 30, 2030; Renewal Period #2 from July 1, 2030, to June 30, 2031.

Place of Performance

The contract will be performed at the Mountain View Correctional Facility located in Charleston, Maine.
