Background The U.S. Army Corps of Engineers (USACE) is issuing this solicitation for the installation of a microgrid system as part of the Military Construction (MILCON) project for the 63rd Readiness Division. The goal of this contract is to enhance energy resilience for mission-critical functions at the Mountain View facility in Santa Clara County, California, utilizing renewable and fossil fuel energy sources. This project aims to provide energy resilience for over 14 days and includes the installation of various energy systems. Work Details The contractor will be responsible for the installation of a microgrid system that includes: - A ground-mounted 750kW photovoltaic (PV) solar system with low voltage switchgear for building energy shifting. - A 750kWh battery energy storage system (BESS). - An 800kW diesel backup generation system with a 10,000-gallon fuel storage tank. - A master microgrid controller and automatic smart switches controlling generation resources within the Reserve Center. - The microgrid will operate on a closed restricted network (CRN) requiring an Authority to Operate (ATO) in accordance with DODI 8510.01, and must meet cybersecurity requirements as per UFC 4-010-06. Hsgs-Ameresco (W9123823C0025, $32,016,426; 08/30/23–10/24/26) performed construction of a microgrid with backup generation and fuel storage at the Military Ocean Terminal Concord, including diesel reciprocating engine generators and distribution switchgear—elements that align with the current project’s PV, battery storage, diesel backup generation, fuel tanking, and microgrid control/switching. In addition, Teksol Integration Group (W912EP21D0004, $22,183,494; 09/21/21–09/23/26) holds an IDIQ covering design-build/construction for power and communications systems and has task orders that include photovoltaic microgrids, battery energy storage, and backup generators, which is consistent with the current MILCON ERCIP microgrid scope.
