Summary: Background The mission and Installation Contracting Command (MICC) - Ft. Bliss, TX intends to issue a Request for Proposal (RFP) to award a single firm-fixed-price contract aimed at enhancing versatility, security, and safety in the Secure Area D100 at White Sands Missile Range (WSMR), New Mexico. The U.S. Army Transformation and Training Command Transformation Decision Analysis Center - Formation Analysis (TDAC-FA) is responsible for conducting relevant analysis on military operations to inform decision-makers about critical issues facing the U.S. Army and Department of Defense (DoD). Work Details The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the following tasks: 1. Vault Egress Door Replacement: Replace the existing vault egress door with a new assembly compliant with Intelligence Community Directive (ICD) 705; 2. Install Intrusion Detection System (IDS) Sensors; 3. Install Room Access System (Velocity); 4. Install Red Warning Light; 5. Install Awning above Exterior Door. The contractor is responsible for quality control and must develop a Quality Control Plan/Program that meets contract standards. Period of Performance 214 days after notice to proceed. Place of Performance White Sands Missile Range (WSMR), New Mexico in Dona Ana County. Bidder Requirements This project is set aside 100% for Small Businesses. Contractors must comply with Clause 52.219-14(e)(3) regarding limitations on subcontracting, ensuring that no more than 85% of the amount paid by the Government for contract performance is paid to subcontractors that are not similarly situated entities.

Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states, By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded.
