The CFS seeks innovative commercial Low Code/No Code (LCNC) and modernization solutions to support the Army Logistics and Finance communities through rapid, iterative prototyping aligned to nine Areas of Interest (AOI) representing PM LOG FIN Value Chains. Summary (Newest Update)

Background The U.S. Army Contracting Command – Rock Island (ACC-RI) has issued an Open and Continuous Call for Solutions (CFS), Notice ID LOGFIN26, under the Army Open Solicitation (AOS) W9128Z-25-S-A002. This CFS aims to seek innovative commercial Low-Code/No-Code (LCNC) and modernization solutions to enhance the Army Logistics and Finance communities through rapid, iterative prototyping aligned with nine Areas of Interest (AOI) representing PM LOG-FIN Value Chains. Work Details The CFS invites submissions that address LCNC and modernization capabilities supporting both non-transactional and transactional functions that integrate with five current Army ERP systems. Solutions impacting financial transactions must comply with DoD auditability, internal controls, traceability, and segregation of duties requirements. All solutions must adhere to Army cybersecurity, governance, and interoperability standards and be deployable in cArmy 2.0. The nine Areas of Interest (AOIs) include: 1) Mission Operations Support; 2) Asset Acquisition; 3) Real Estate; 4) Supply; 5) Fulfillment; 6) Transportation; 7) Maintenance; 8) Manufacturing / Remanufacturing; 9) Resource Allocation. Submissions must include a Solution Brief outlining the proposed solution, a rough order of magnitude estimate, a cover letter, and an Affirmation of Business Status Certification form. Companies may be invited to a Pitch Session to present their solution in detail and engage with Army stakeholders. Following this, selected companies will submit a full written proposal detailing their approach, deliverables, resources, project schedule, and pricing. Period of Performance The geographic location(s) the contract will be performed (if provided) Bidder Requirements Bidders must demonstrate capability in Low-Code/No-Code solutions relevant to the specified AOIs. They must ensure compliance with Army security standards and have a Unique Entity ID (UEI). Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on the prior EBS-C PRODUCTION PHASE award, contract W519TC259A003, awarded to Accenture Federal Services for $84,439,368 (09/19/25–10/18/30). The “Modernization of Logistics and Finance Business Systems (PM LOG‑FIN formerly EBS‑C)” framing and the focus on LCNC/no-code modernization and integration with Army ERP systems suggest the current CFS may be building on or extending the production-phase work associated with EBS‑C.
