SALIENT CHARACTERISTICS

- System must be new - Power requirement: 110v to 440-480VAC 3 phase 60 Hz

Cantilever-style X-Y-Z Axis Water Jet Machining Center

- Controller will be WIN10 64 Bit operating system. Previous Windows versions violate DoD security directives and will not be allowed. - System Software will be waterjet specific and WIN10 compliant - Minimum X-Y cutting envelope 100 X 55 - Programmable Motorized Z-Axis with minimum Z axis travel 8 - Minimum Linear Positional accuracy +/- 0.0010 over entire work envelope - Minimum repeatability +/- 0.0010 over entire work envelope - Minimum travel speed 180 in/min - Minimum 30 hp direct drive pump system - Minimum 60,000 PSI pump that can supply a 0.012 nozzle with 0.67 GPM at operation under full load. - Rapid water level control with minimum 3 water level adjustment for quiet/clean submerged cutting (below 80 dBA) - Minimum 600lb Bulk Abrasive Delivery System that transports garnet from the assembly's large hopper into the Hopper located on the Z-Axis - Rigid scissor-style hard plumbing containing high-pressure components. No WIPs will be allowed. - Programmable solids removal system providing control over abrasive evacuation rate, reverse flow agitation schedule, and duration to efficiently remove garnet from the abrasive waterjet catcher tank. - Laser Locating Device to provide a rough visual reference of where jet stream will begin cutting by locating material features without special software. - Compact video camera to precisely locate points, edges, or holes on a piece of material placed on the cutting table including integrated controller software interface to view the live video feed on the control and apply alignment tools to measure and locate features. - Ethernet capability - Provide Initial 2200 lbs. of garnet abrasive - 12 seats of standalone controller software to be set up on facility training/programming PC's. - Machine start-up to include assembling any components, leveling machine, and initial operational - 4 days of onsite training for up to 5 students that includes programming, operation, maintenance, and 1st pump rebuild. - Shipped as a completely pre-assembled and factory-tested system

Summary (Newest Update)

Background The U.S. Air Force is seeking to acquire a new Water Jet Machine for Ellsworth Air Force Base, SD. This requirement is part of the mission to enhance operational capabilities at the base. The contract aims to provide a state-of-the-art water jet machining center that meets specific technical requirements outlined in the solicitation. Work Details The contractor will provide and install a new cantilever-style X-Y-Z Axis Water Jet Machining Center with the following salient characteristics: - Power requirement: 110V to 440-480VAC, 3 phase, 60 Hz - Controller must operate on WIN10 64 Bit OS; previous versions are not acceptable due to DoD security directives. - Minimum X-Y cutting envelope of 100" x 55" - Programmable Motorized Z-Axis with minimum Z axis travel of 8" - Minimum linear positional accuracy of +/- 0.0010" over the entire work envelope - Minimum repeatability of +/- 0.0010" over the entire work envelope - Minimum travel speed of 180 in/min - Minimum 30 hp direct drive pump system - Minimum 60,000 PSI pump capable of supplying a 0.012" nozzle with 0.67 GPM under full load - Rapid water level control with minimum 3" adjustment for quiet/clean submerged cutting (below 80 dBA) - Minimum 600lb Bulk Abrasive Delivery System for garnet transport - Rigid scissor-style hard plumbing; no WIPs allowed - Programmable solids removal system for efficient abrasive evacuation from the catcher tank - Laser locating device for visual reference of cutting start points - Compact video camera for precise material feature location with integrated software interface - Ethernet capability included - Initial provision of 2200 lbs. of garnet abrasive and setup of 12 seats of standalone controller software on facility PCs. The machine start-up includes assembly, leveling, and initial operation training, along with four days of onsite training for up to five students covering programming, operation, maintenance, and first pump rebuild. Period of Performance The geographic location(s) the product will be delivered to or performed at. Place of Performance Ellsworth Air Force Base, SD. Bidder Requirements Bidders must demonstrate their capability to provide and install the specified Water Jet Machine and include their company's CAGE code and any active GSA contract numbers in correspondence. No specific set-aside status or certifications are mentioned. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on FA462524P0010 awarded to Phillips Corporation for $345,592 (03/20/24–06/19/24), which involved purchase of an OMAX 55100 waterjet. The current requirement is also for a new water jet machining center with similar core capabilities (high-pressure pump/nozzle system, abrasive delivery for garnet, and associated control/software and installation/training), suggesting the prior work may be part of the same equipment acquisition or a continuation of waterjet capability at the base.
