The contractor will be required to adhere to specific product and delivery specifications outlined in the attached documentation. Work Details The contractor shall provide noon meals consisting of boxed sub sandwiches for Armed Forces applicants at the Pittsburgh MEPS. The meals must be delivered daily and sourced from an establishment that meets the minimum requirements specified in the Product and Delivery Specifications (PDS). The contractor is responsible for securing parking while delivering meals. Subcontracting is allowed only with prior written consent from the contracting officer (KO). All contractor employees must complete required training for access to government facilities, including AT Level I Training, IWATCH training, and OPSEC training. Period of Performance The contract is effective from June 3, 2026, with an offer due date of July 1, 2026. Place of Performance Pittsburgh Military Entrance Processing Station, 1000 Liberty Avenue, Suite 1917, Pittsburgh, Pennsylvania 15222-4019. Bidder Requirements Bidders must comply with specific training requirements for all employees accessing government installations. This includes completion of AT Level I Training within 30 days of contract start date, IWATCH training within 30 days of contract award, and OPSEC training also within 30 days of contract award. Additionally, if subcontracting is involved, notification of subcontractor details must be provided at proposal submission and any changes thereafter. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior boxed noon meal support for the Pittsburgh MEPS. The awardee Space Age Engineering held contract W9124D23C0036 (about $102,969, 08/01/23–07/31/26) for “BOXED NOON MEALS - PITTSBURGH,” and Transmountain Corral held IDV/contract awards W9124D21D0031 (about $39,840, 08/01/21–07/31/26) and W9124D21D0031–W9124D22F0262 (08/01/22–07/31/23) for providing boxed meals to applicants processing through the Pittsburgh MEPS. The current requirement for daily boxed sub sandwiches delivered to the same facility aligns closely with these earlier meal-delivery efforts and reads like a continuation of the same service.
