Background

The Town of Enfield, Connecticut, is issuing a Request for Proposals (RFP) for Yard Waste Grinding and Removal Services as part of its Refuse and Resource Management program. The goal is to find an environmentally responsible and Connecticut DEEP approved disposal option for yard waste collected during the spring, summer, and fall seasons. Work Details

The contractor will provide services including: 1) Grinding yard waste on-site at the Enfield Transfer Station; 2) Grinding and removing processed material from the Transfer Station; 3) Transporting yard waste to the contractor’s site for processing. Yard waste includes trimmings from trees and shrubs, branches up to four feet long, leaves, grass clippings, and other vegetative wastes. The contractor must supply all necessary equipment and labor for grinding operations. The estimated annual volume of yard waste is between 15,000 and 30,000 cubic yards. Proposals must be priced by cubic yard with specific requirements for each service outlined in the RFP.

Period of Performance

The initial contract period is anticipated to commence on July 1, 2026, and continue through June 30, 2027. There may be options for two additional one-year renewals, totaling a maximum contract period of thirty-six months.

Place of Performance

Services will be performed at the Enfield Transfer Station located on Town Farm Road in Enfield, Connecticut. Deliveries of yard waste to the contractor's site must occur at facilities within ten miles of the Enfield border.

Bidder Requirements

Bidders must demonstrate access to equipment and a Connecticut DEEP-approved compost/yard waste site. Proposals that include pricing for certain services must be accompanied by a Connecticut DEEP Certificate of Approved Operations. Additionally, bidders are required to maintain specified insurance coverage including Commercial General Liability and Workers’ Compensation.
