Background

The City of Siloam Springs, Arkansas is seeking qualified professional firms recognized on the Arkansas Natural Resources Commission Rate Study Provider approved list to conduct Phase 1: Impact Fee Implementation & Capital Planning. The goal of this contract is to support the implementation of water and wastewater impact fees and to develop a coordinated 5-year Capital Improvement Plan (CIP). This phase aims to leverage existing information to expedite decision-making and minimize redundant analysis.

Work Details

The selected consultant will utilize existing City studies, models, and planning documents for the following tasks: 1. Compile and summarize existing information related to the City’s water and wastewater systems, including current infrastructure and known system constraints. 2. Confirm the City’s objectives for implementing impact fees, ensuring new development pays its proportionate share of system expansion costs, supporting funding of growth-related capital improvements, maintaining fairness and legal defensibility, and developing sufficient technical analysis to support a reasonable nexus between new development impacts and proposed impact fees. 3. Define the scope and limitations of Phase 1 based on available data and identify critical data gaps. 4. Collect, review, and synthesize existing materials such as the 2025 Utility Rate Study, Water Treatment Plant Long Range Plan, Wastewater Treatment Plant 5-Year Repair Plan, and relevant portions of prior master plans. 5. Develop a 5-year Capital Improvement Plan focused on projects required to serve anticipated growth while identifying growth-related versus non-growth-related projects. 6. Create an impact fee methodology consistent with applicable laws governing development impact fees in Arkansas. 7. Provide implementation-ready materials including editable electronic copies of all models used in the study.
