Background

The City of Portland, Oregon, through its Bureau of Transportation (PBOT), is seeking proposals for technical support in the Streetcar Replacement Project. The project aims to replace aging streetcars and expand the existing streetcar system, which is the largest modern streetcar system in the United States. The City plans to acquire up to fifteen new or used streetcars to replace older models and support a new extension project to Montgomery Park, funded by local and potentially federal grants.

Work Details

The successful Proposer will provide technical evaluations, support, and analysis related to streetcar vehicle design and manufacturing. Key tasks include: 1. Technical Procurement Support: Assist with design reviews, CDRL approvals, specification compliance, and attend project meetings. 2. Inspection and Modification Services: Onsite inspections at manufacturer facilities, conducting routine inspections, and documenting findings. 3. On-Site Commissioning and Testing Support: Witness tests at the City’s Maintenance Facility and coordinate with streetcar operations. 4. Warranty Support: Review fleet defects and provide inspection/test experts as needed. 5. Modifications to Existing Streetcars: Provide technical support for modifications ensuring fleet consistency. 6. Decommissioning of Existing Streetcars: Assist in decommissioning replaced streetcars.

Period of Performance

The contract period is expected to begin immediately upon execution with final deliverables due by December 2030.

Place of Performance

Work will primarily be performed at the successful Proposer's facility but may also occur at City facilities or third-party locations as necessary.
