Ruane Road Culvert Replacement Project Management and Engineering Services

Background

The Municipality of Anchorage (MOA), through its Project Management and Engineering Department (PM&E), is seeking proposals from qualified consultants to provide architectural and engineering services for the Ruane Road Culvert Replacement project. This project aims to replace temporary culverts that were installed after a significant rainfall event washed out a section of Ruane Road, which is critical for access to the Girdwood Wastewater Treatment Facility. The project is funded by voter-approved bonds and aims to improve public works projects, ensuring safe and efficient transportation networks.

Work Details

The scope of work includes: 1) Preliminary engineering investigations such as design surveys, geotechnical investigations, utility research, hydraulic evaluations, and environmental permitting; 2) Preparation of a design study memorandum evaluating site conditions and recommending fish passage culvert improvements; 3) Implementation of a public participation process; 4) Preparation of preliminary and final plans, specifications, estimates, bidding documents, and bid-phase support; 5) Development of utility conflict reports and relocation agreements; 6) Researching property ownership and developing right-of-way documents; 7) Providing assistance during construction including reviewing submittals and maintaining conformed construction plans; 8) Construction inspection and/or engineering support services; 9) Providing record drawings.

Period of Performance

The expected period of performance for this contract is three years from the issuance of the Notice to Proceed.

Place of Performance

The work will be performed in Anchorage, Alaska, specifically at the Ruane Road site where California Creek crosses beneath it.

Bidder Requirements

Proposers must comply with all applicable federal regulations due to EPA funding. No specific set-aside certifications are mentioned in the solicitation.
