Background

The Beaverton Urban Redevelopment Agency (BURA) is seeking qualified consultants to interpret on-street parking enforcement data collected through the City of Beaverton's daily parking enforcement operations. The City currently utilizes Motorola's Vigilant Mobile License Plate Recognition (MLPR) system to gather parking session information, which serves as the primary data source for interpretation. The goal is to establish an API with Motorola for daily data transmittal, ensuring that all license plate information is hashed and anonymized for end users. Additionally, BURA and City staff should be able to review the interpreted data daily through an online web application.

Work Details

The selected consultant will provide a solution that delivers next-day visual insights related to approximately 150 block faces and five off-street parking lots (around 1200 parking spaces) supporting public parking in Downtown Beaverton. The solution must include: - Inventory of parking spaces - Occupancy rates (high and average) - Length of stay metrics - Space turnover statistics - Collection coverage details - Daily collections and averages - Data on daily and weekly parkers - Permit and citation data. The consultant must retrieve parking data via API from Motorola Solutions' MLPR system, as manual data transfers are not acceptable. Furthermore, the proposal should describe how MLPR data will be anonymized and securely stored, along with pricing for an API integration with Passport Inc., the City's Parking Citation Management System (PCMS).

Period of Performance

The contract work is expected to commence on August 3, 2026, with all work anticipated to be completed by June 30, 2029.

The services will be performed in Beaverton, Oregon.

Bidder Requirements

Proposers must obtain a City of Beaverton business license prior to beginning work under this contract. They are also required to complete an IRS Form W-9 for BURA and provide either a Social Security Number or federal taxpayer ID number. Additionally, contractors must meet BURA's insurance requirements when entering into a contract.
