Design-Build firms for the Solar Photovoltaic

Background

The Klamath County Board of Commissioners is seeking proposals from qualified Design-Build firms for the Solar Photovoltaic Field Installation Project at Klamath County Juvenile Department and Public Department facilities. This initiative is partially funded by a $321,988 award from the Oregon Department of Energy Community Renewable Energy Grant Program, aimed at supporting renewable energy projects. The project will install a 148-kW solar PV system expected to produce approximately 243,028 kWh annually, thereby reducing utility costs for the involved departments.

Work Details

The selected Design-Build firm will provide comprehensive services including: 1. **Design and Engineering Services**: Conduct site assessments, solar resource analysis, shading studies, structural/electrical load analysis; prepare design and engineering drawings stamped by an Oregon-licensed Professional Engineer; design a PV system achieving at least 148-kW capacity; submit all necessary permit applications. 2. **Procurement and Construction**: Procure all necessary materials including PV panels, inverters, racking systems; construct the solar field installation including foundations, wiring, inverter installation; manage subcontractors and ensure compliance with prevailing wage laws. 3. **Project Management**: Serve as the single point of responsibility for all project phases; provide a dedicated project manager; maintain a master project schedule and submit monthly progress reports. 4. **Commissioning and Closeout**: Commission the PV system following best practices; provide documentation required for ODOE performance agreement final report including energy production data and certifications.

Period of Performance

The contract term will commence upon approval by the Board of Commissioners with substantial completion targeted by November 6, 2026, and final completion by December 4, 2026.

Place of Performance

The work will be performed at Klamath County facilities located in Klamath Falls, Oregon.

Bidder Requirements

Proposers must meet specific requirements including: evidence of Oregon CCB registration and applicable electrical contractor license; inclusion of an Oregon-licensed PE in the design team; submission of performance bond commitment letters; certificates of insurance meeting specified requirements; compliance with prevailing wage rate laws.
