Day Center Funding Proposal

Background

The City of Bangor Health Department is seeking proposals from qualified vendors to establish a low barrier day space aimed at addressing homelessness and housing instability. This initiative is part of the city's broader mission to support individuals facing challenges related to housing insecurity, providing a safe and welcoming environment for those newly housed or experiencing homelessness.

Work Details

The Day Center will serve adults (ages 18 and over) experiencing homelessness, housing instability, or seeking connections to housing and social services. Key services include: - Offering one meal per day - Snacks - Phone charging stations - Wi-Fi access - Coordination of health and social services The center must be operational at least Monday through Friday from 9 a.m. to 5 p.m., with an optimal schedule of Sunday through Saturday during the same hours. Additional requirements include program management and operation, site maintenance, activity development, outreach to the target population, and ensuring a safe and inclusive environment. The center must also have facilities capable of quickly responding to emergencies such as overdoses.

Period of Performance

The contract period will commence upon award and is expected to operate for one year, with specific timelines for proposal submission set for June 2, 2026.

Place of Performance

The Day Center will be located in Bangor, Maine. Proposers must either own the building or have a rental agreement that aligns with the operational timeline.

Bidder Requirements

Proposals are open only to nonprofit organizations with experience in providing health, mental health, and social services for individuals facing housing challenges. Vendors must demonstrate fiscal integrity and provide proof of insurance including worker’s compensation, general liability, and professional liability coverage. Additionally, bidders should have no outstanding deliverables with the City of Bangor.
