Background

The Utah Department of Transportation (UDOT) is seeking consultant services for the MVC; Porter Rockwell to Old Bingham project, which involves significant construction engineering management for a new freeway segment. This project aims to grade separate and build approximately 9 miles of freeway, including two concrete lanes in each direction, major structures, and various utility relocations. Work Details

The selected consultant will provide leadership, technical expertise, and field inspection to supplement two in-house UDOT Construction Engineering Management (CEM) crews. The core staffing requirements include: - One Resident Engineer (RE) with at least 5 years of heavy highway experience. - Two Field Engineers (FE), each with a minimum of 3 years of relevant experience. - One Office Manager with at least 5 years of heavy highway experience. - A Utility Coordinator with a minimum of 3 years of experience on similar projects. - Two Level IV inspectors overseeing Level III and II inspectors, with Level IV inspectors having at least 6 years of relevant experience. - Six Level III inspectors, three with concrete/bridge experience and two IMSA certified for Signal/ITS. - Six Level II/I inspectors, with two-thirds being Level II certified. Additionally, specialized support may include a Schedule Reviewer and Constructability/ICE Expert.

Period of Performance

The main construction phase is scheduled from May 2027 through Fall 2030, totaling approximately 42 months over four construction seasons. Early utility relocations are set to begin in Spring 2026.

Place of Performance

The project will be performed in Region Two of Utah, specifically along the Mountain View Corridor between Porter Rockwell and Old Bingham.

Bidder Requirements

Consultants must perform at least 40% of the total contract amount with their own staff. They must also comply with UDOT's financial screening process and demonstrate compliance with federal regulations such as the Davis-Bacon Act and the Copeland 'Anti-Kickback' Act.
