Background

The State of Utah - Division of Facilities Construction and Management (DFCM) is issuing a Stage II Invitation to Bid for construction services related to site improvements at the Utah State Developmental Center. The project aims to enhance the facilities by removing and replacing concrete items, expanding parking areas, and installing speed humps. This initiative aligns with the Department of Health and Human Services' mission to improve infrastructure for better service delivery.

Work Details

The contractor will be responsible for the following tasks: 1. Sawcut existing asphalt pavement and remove it properly. 2. Sawcut, remove, and dispose of existing concrete pavement, sidewalks, accessible ramps, curb walls, and gutters. 3. Remove road base and subgrade materials down to specified depths (11 inches for asphalt preparation and 12 inches for concrete preparation). 4. Over-excavate approximately 40,000 square feet of soft subgrade (12 inches deep), install stabilization fabric (Mirafi 600X), and fill with pit-run material. 5. Install new concrete curb walls, sidewalks (5 inches thick), angled sidewalks in corners, concrete pavement (6 inches thick), and asphalt pavement (3 inches thick) as per specifications. 6. Relocate existing signs and install new landscaping and irrigation systems as indicated in the landscape sheets.

Period of Performance

The substantial completion date for the project is set for October 16, 2026.

The work will be performed at the Utah State Developmental Center located at 895 North 900 East, American Fork, Utah.

Bidder Requirements

Only contractors who have been prequalified under a Stage I Prequalification for Contractors are eligible to bid on this project. Bidders must provide a bid bond in the amount of 5% of their bid using AIA Document A310 – 2010 Bid Bond form or equivalent. Additionally, contractors must comply with all licensing laws required by the State of Utah.
