Background

The State of Idaho’s Division of Purchasing, on behalf of the Division of Occupational and Professional Licenses (DOPL), is issuing this Request For Proposal (RFP) to solicit proposals from qualified firms for exam development and delivery services for the Real Estate Commission (REC). The DOPL oversees the regulation of over 250,000 licensees across more than 44 boards and commissions in Idaho. The contractor must be an ARELLO accredited vendor capable of providing exam delivery and fingerprinting services for multiple boards within DOPL's three bureaus. The goal is to ensure that candidates entering the real estate industry are competent to act as salespersons or brokers, thereby enhancing consumer protection and public safety.

Work Details

The contractor will be responsible for: 1. Developing, administering, scoring, and reporting licensing examinations for Idaho real estate professionals. 2. Maintaining a secure, legally defensible exam program aligned with Idaho Code Title 54, Chapter 20, and IDAPA 24.36.01. 3. Providing a psychometrically validated item bank reflecting Idaho-specific practices, laws, and rules. 4. Offering both national and state competency portions of the exam with convenient scheduling options and ADA-compliant testing accommodations. 5. Handling all candidate registrations including fee collection for exams and fingerprinting services. 6. Providing timely transmission of exam results to DOPL/REC within specified timeframes (within 48 hours post-exam). 7. Implementing quality control procedures to ensure compliance with all submissions and communications with DOPL staff.

Period of Performance

The initial term of the contract will be four (4) years starting from November 16, 2026, with potential renewal extending up to eight (8) years based on mutual agreement.

Place of Performance

Services will be performed throughout the State of Idaho at various in-person testing centers located in urban and rural areas including Boise, Coeur d’Alene, Pocatello, Moscow or Lewiston, Twin Falls, as well as remote proctoring options if feasible.

Bidder Requirements

The contractor must hold ARELLO certification at the time of proposal submission and maintain it throughout the contract duration. Additionally, they must provide multilingual customer service support during extended business hours and comply with ADA accessibility standards.
