Background

The Department of Health (DOH), Hawaii State Hospital (HSH) is seeking a contractor to provide maintenance services for emergency generators and automatic transfer switches. The goal of this contract is to ensure that the generators operate according to manufacturer specifications and meet applicable Joint Commission standards, thereby supporting the hospital's mission of providing mental health services.

Work Details

The contractor shall perform three (3) quarterly inspections and one (1) annual inspection of two (2) emergency generators and automatic transfer switches (ATS). The specific equipment includes: - Caterpillar 3516C Standby Diesel Generator – Model CAT 3516C-HD - Kohler Generator – Model 2000REOZMD

Low Voltage Bypass Automatic Transfer Switches

- ATS Cup, Kohler, 277/480V, 800A; - Critical ATS, Kohler, 277/480V, 1200A; - NPF ATS, Kohler, 480V, 2000A; - Kohler, 2000REOZMD, 480V, 2250A. - Medium Voltage Switchgear including Emergency Generator SquareD, Main Switchgear SquareD, Load Bank SquareD. The contractor must verify proper generator performance and ATS functionality during inspections and submit documentation within one week after each check. The contractor will also be responsible for logistics and freight related to the service.

Period of Performance

The contract will be performed over a period of one (1) year with the possibility of extension for up to five (5) additional years upon mutual agreement between the State and the Contractor.

Place of Performance

All services will be performed on the grounds of Hawaii State Hospital located at 45-710 Kea'ahala Road, Kaneohe, HI 96744.

Bidder Requirements

Bidders must attend a mandatory Pre-Conference meeting at Hawaii State Hospital on June 2, 2026. Only contractors who sign in at this meeting will be eligible to bid. Bidders must be registered companies in Hawaii and cannot be individual or sole proprietors. Proof of compliance through Hawaii Compliance Express (HCE) is required. Bidders must have at least five years of experience with emergency generator and automatic transfer switch maintenance and provide qualified candidates for the services listed. Insurance requirements include general liability insurance of at least $1 million per occurrence and $2 million aggregate; automobile liability insurance of at least $1 million per accident.
