Background The USDA Forest Service (FS), Procurement & Property Services (PPS) is issuing this notice to comply with USDA’s policy regarding Blanket Purchase Agreements (BPAs). The intent is to award a competitive BPA Call Order against the Land Management Integrated Resources BPA (LMIR) for services related to regeneration stocking exam field data collection on selected fire burned units in the North Zone of the Umpqua National Forest. The LMIR BPA encompasses a wide range of work including Professional Services, Natural Resources Restoration, Engineering, Project Management, and NEPA compliance. It is available for use by all federal agencies. Work Details The contractor will be responsible for conducting regeneration stocking exam field data collection on selected planted and naturally regenerating fire burned units. This work must comply with the terms, specifications, and provisions outlined in the LMIR BPA. The services are specifically targeted at areas within the North Zone (Diamond Lake and North Umpqua Ranger Districts) of the Umpqua National Forest. Place of Performance The contract will be performed at the Wallowa-Whitman National Forest in Baker City, Oregon. Bidder Requirements This procurement is restricted to companies that are approved for call orders under the LMIR BPA for the USDA Forest Service. There are currently 100 businesses eligible to receive this solicitation. Bidders must have prior approval and be listed on the BPA to participate. Incumbent Analysis (see Incumbents section for more detail) This opportunity to award a competitive BPA Call Order under the LMIR BPA for cultural survey/regeneration stocking exam field data collection appears to have a confirmed incumbent and/or closely related prior contract activity based on multiple “Cultural Heritage Services for Regions 6 and 10” awards under the same broader BPA framework. For example, ASM Affiliates ($2,677,867, 06/14/21–06/21/26) and Stell Environmental Enterprises ($2,345,770, 06/15/21–06/21/26) were awarded cultural heritage services that include archaeologist/historian/ethnographer and related GIS and archival support roles, which aligns with the cultural survey-type fieldwork described for the Wallowa-Whitman National Forest. In addition, ASM Affiliates received a Malheur NF archaeological survey services award (09/30/24–05/29/26), suggesting continuity of similar survey work in nearby Forests within the same general mission area.
