This is a combined synopsis/solicitation for commercial services (construction) prepared in accordance with the Format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01 dated March 13, 2026. This requirement is being solicited as a Total Small Business Set Aside using FAR (RFO) Part 12 Acquisition of Commercial Products and Commercial Services, in conjunction with FAR Part 36. The NAICS Code is 238990 All Other Specialty Trade Contractors with a small business size standard of $19.0 M. DESCRIPTION OF WORK

The Contractor shall remove and replace the existing vehicle gate systems at GLS Maintenance Base, Eisenhower and Snell Locks with new, fully functional, automatic horizontal cantilever sliding gate and operator systems that meet current safety, operational, and performance requirements. All in exact accordance with this solicitation and attached Statement of Work (SOW).

CONTRACT TYPE

This solicitation is a Request for Quote (RFQ) that will result in the award of a firm fixed price contract under FAR Part 12, subject to the availability of funds.

CONTRACT PERIOD OF PERFORMANCE

The contractor shall complete all work within 90 calendar days from the Notice to Proceed (NTP).

PLACE OF PERFORMANCE/ACCEPTANCE

The awarded contractor will perform services at GLS Maintenance Base, Eisenhower and Snell Locks located in Massena, NY 13662.

Summary: Background The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is a wholly owned U.S. Government corporation within the U.S. Department of Transportation. GLS operates and maintains the U.S. portion of the St. Lawrence Seaway between Lake Ontario and Montreal, Quebec. GLS maintains multiple vehicle access gates at Eisenhower and Snell Locks that provide controlled access to lock facilities, operational areas, and maintenance zones. Several existing vehicle gates have reached the end of their service life and require replacement to maintain security, operational reliability, and safety. Work Details The Contractor shall provide all labor, materials, equipment, tools, supervision, and incidentals necessary to remove existing horizontal sliding gates and associated components and furnish and install eight (8) new horizontal sliding gate systems, including gates, operators, controls, safety devices, electrical components, and accessories. The work includes: field verification of existing conditions, dimensions, and utility connections for each gate location; removal and proper disposal of existing gates, operators, controls, and associated hardware; design, fabrication, and installation of eight (8) new horizontal cantilever sliding gates; installation of new automatic gate operator systems with all required safety, control, and detection devices; electrical connections; testing; commissioning; training; documentation; and closeout submittals. Period of Performance The contractor shall complete all work within 90 calendar days from the Notice to Proceed (NTP). Place of Performance GLS Maintenance Base, Eisenhower and Snell Locks located in Massena, NY 13662. Bidder Requirements Offerors must be registered with an active registration at the time of this solicitation closing. Performance (SF25) and Payment (SF25a) bonds are required ten (10) calendar days after award.
