Background

The West Virginia Department of Health, Bureau for Public Health, Office of Maternal, Child and Family Health is seeking proposals for the continuation of technical assistance to support breast and cervical cancer screening through the National Breast and Cervical Cancer Early Detection Program (NBCCEDP). This initiative aims to implement evidence-based interventions (EBIs) to reduce barriers to screening for uninsured and underinsured women in coordination with the Centers for Disease Control and Prevention (CDC). The program has a longstanding partnership with the West Virginia University Cancer Institute to enhance performance outcomes in cancer screening.

Work Details

The contract involves providing technical assistance to local clinics that deliver NBCCEDP-paid clinical services. Key activities include: 1. Sustaining EBIs at 12 provider clinics to increase breast and cervical cancer screening rates by 10% by June 2027. 2. Pilot testing HPV self-collection test kits and establishing standing orders in 12 partner clinics by January 2027. 3. Engaging clinics and the public in educational community clinic linkage events focused on breast and cervical cancer screening. 4. Monitoring clinic-level data to inform program activities. 5. Collaborating with clinics to maintain implementation teams, develop sustainability plans, conduct triannual reviews of screening rates, and provide ongoing technical assistance.

Period of Performance

The contract will be performed from June 30, 2026, through June 29, 2027.

Place of Performance

The services will be provided statewide across West Virginia.

Bidder Requirements

Eligible applicants must be linked administratively to the West Virginia University Cancer Institute. Matching funds from non-Federal sources are required at a rate of one dollar for every three dollars awarded under this AFA.
