Background The U.S. Department of Transportation's John A. Volpe National Transportation Systems Center (Volpe Center) in Cambridge, MA, is conducting market research to assess capabilities and pricing from qualified vendors for the installation of interior protective lining on thirty-eight (38) used boxcars for the Iowa Army Ammunition Plant (IAAAP). This initiative aims to ensure safe transportation of ammunition and explosives in compliance with military safety regulations. Work Details The contract involves the installation of protective lining on all interior vertical surfaces of 38 used standard 50-Foot Plate C 70-ton Boxcars. The specifications include: - Dimensions: Interior length approximately 50'6", interior width 9'6", and interior height roughly 11'0". - Construction: All-steel exterior superstructure, steel side walls, steel fixed end walls, and standard sliding or plug doors (typically 10-foot openings). - Current State: Used condition; interior steel walls may have minor surface wear but are structurally sound. - Interior Wall Lining Requirements: Protective lining must be installed to prevent direct contact between ammunition packaging and the steel superstructure. The wood lining must be installed up to a height of 5 feet, using ¾” BCX Plywood where ammunition touches steel end and side walls. Period of Performance The geographic location(s) the product will be delivered to or performed at. Place of Performance Work must be performed at the Iowa Army Ammunition Plant (IAAAP). Bidder Requirements Respondents must demonstrate their capability to source ¾” BCX Plywood and provide a technical approach for securely fastening the lining to the steel walls without compromising structural integrity. Additionally, all personnel entering the facility must pass a background check and provide proper identification.
