Work Details The contractor will be responsible for the operation and maintenance of various recreation facilities including campgrounds and day-use sites. Key tasks include: 1. Ensuring services and recreation opportunities align with Recreation Opportunity Spectrum (ROS) objectives. 2. Adhering to a vegetation management plan. 3. Preventing or correcting unacceptable soil compaction, erosion, and vegetation loss. 4. Completing and documenting safety inspections, correcting high-risk conditions prior to use, and addressing any high-risk conditions that arise during the season immediately or closing the site to the public if necessary. 5. Ensuring all facilities are functional and in good repair, meeting Forest Service Outdoor Recreation Accessibility Guidelines (FSORAG), maintaining bulletin boards with required information, providing customer-service training to employees, and ensuring visitors feel welcome. 6. Reporting any archaeological discoveries or human remains as per NAGPRA protocols if discovered during operations. Bidder Requirements Bidders must demonstrate experience in managing recreational facilities and have appropriate staffing credentials including safety certifications. They must also comply with all applicable laws regarding pesticide application and environmental protection measures related to threatened or endangered species. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract activity based on multiple regional vault toilet and septic tank pumping blanket purchase agreements performed by sanitation contractors in the Tahoe National Forest area. For example, BIG Valley Sanitation ($673,842, 09/26/22–09/25/27) and Plumas Sanitation ($560,965, 09/23/22–09/25/27) provided vault toilet/septic pumping and related servicing at recreation sites across nearby ranger districts that include the Tahoe National Forest (e.g., Sugar Pine and other locations), with additional BPA call services continuing through 2024–2028. While the current prospectus focuses on broader operation and maintenance of concession campground facilities (including safety inspections and accessibility compliance), the prior work aligns as a continuation of recurring sanitation support for government recreation sites within the same forest and service footprint.
