The Government requires a breathing air compressor system for use by fire department emergency responders. The system must be NFPA 1901 and 1989 (current edition) compliant and include: an all-in-one unit with 6,000 PSI storage capacity and 15-25 horsepower; three SCBA fill stations accommodating cylinders up to 31" overall length; a 100-foot high-pressure cabinetenclosed hose reel; a sound-attenuating enclosure with slam-action latches; an automatic condensate drain system with a noncorrosive reservoir, integrated float sensor, and automatic "Full" indication with compressor shutdown; and safety alarms with an emergency stop button. Due to an existing breathing air system currently under service contract FA449725C0008, the Bauer brand is required due to unit integration. Procuring a different brand would be incompatible with the existing service infrastructure, would void the current service contract, and could compromise the safety and operational continuity of life-safety equipment used by emergency responders. Substitution of a different brand would result in increased costs, loss of warranty coverage, and potential non-compliance with NFPA standards as configured.

Summary: Background The Government, specifically the Department of the Air Force's 436th Civil Engineer Squadron at Dover Air Force Base, Delaware, requires a breathing air compressor system for use by fire department emergency responders. The goal of this contract is to ensure compliance with National Fire Protection Association (NFPA) standards and to maintain operational continuity and safety for emergency responders. Work Details The contract requires a breathing air compressor system that meets the following specifications: - An all-in-one unit with a 6,000 PSI storage capacity and 15-25 horsepower. - Three SCBA fill stations that can accommodate cylinders up to 31 inches in overall length. - A 100-foot high-pressure cabinet-enclosed hose reel. - A sound-attenuating enclosure equipped with slam-action latches. - An automatic condensate drain system featuring a non-corrosive reservoir, integrated float sensor, and automatic 'Full' indication with compressor shutdown. - Safety alarms along with an emergency stop button. Due to an existing service contract (FA449725C0008) associated with the Bauer brand compressor, it is required that this specific brand be procured to ensure compatibility with the current service infrastructure. Period of Performance The geographic location(s) the product will be delivered to or performed at. Place of Performance Dover Air Force Base, Delaware. Bidder Requirements Bidders must provide a Bauer brand compressor due to its integration with an existing service contract. This requirement is critical to maintain warranty coverage and compliance with NFPA standards. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on FA449724C0006, awarded to Bauer Compressors for $37,007 (10/01/23–09/30/28). While the prior award description references PM/RM for a self-generating nitrogen system, the current requirement is for a Bauer breathing air compressor system that must integrate with an existing Bauer-associated service contract (FA449725C0008), suggesting continuity in the Government’s use of Bauer compressor-related equipment and support infrastructure.
