Summary: Background The Pike Underground Utility Upgrade project is issued by the USDA Forest Service, specifically targeting the Pike-San Isabel National Forest and Cimarron and Comanche National Grasslands. The mission of this project is to repair and upgrade essential underground utilities, including sewer lines, waterlines, leach fields, and septic tanks. This acquisition is set aside for 100% small business concerns. Work Details The contractor is required to provide all tools, equipment, materials, and labor necessary to complete the following tasks: sewer line repairs, leach field installation, waterline installation, septic tank replacement, and any other associated work as specified in the Plans and Drawings, Construction Manual, Schedule of Items (SOI), and Statement of Work (SOW). The work must adhere to the approved final drawings and specifications outlined in the solicitation documents. Period of Performance The geographic location(s) the construction projects will be performed (if provided) Place of Performance The construction projects will be performed at various locations including Lake George Work Center in Colorado, Monument Fire Center in Colorado, Fairplay Work Center in Colorado, and optionally at AG Ranch Bunkhouse. Bidder Requirements Bidders must be small business concerns as this is a Total Small Business Set-Aside. Contractors are required to furnish performance and payment bonds within 10 calendar days after award. A bid bond of 20% of the total offer price is also required. All bidders must demonstrate relevant experience in utility construction projects and provide a detailed technical approach along with a construction schedule. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a closely related prior contract, with Dare-Case Contracting Services identified under contract 1240LT26C0010 for an emergency sewer line repair at Paonia Quarters (119 Clark Ave.) valued at $35,137 (03/25/26–04/30/26). The current RFQ for the Pike Underground Utility Upgrade similarly requires sewer line repairs and associated underground utility work (including waterlines, leach fields, and septic tank replacement), suggesting the prior effort may be part of the same type of facility utility restoration work for USDA Forest Service locations.
