Background Dover Air Force Base has a requirement for Fire Alarm Maintenance and Repair Services in accordance with the Performance Work Statement (PWS). The goal of this contract is to ensure the operational readiness and safety of fire alarm systems at the base. This solicitation is being issued as a Request for Quote (RFQ) and is set-aside for small business concerns. Work Details The contractor will perform maintenance and repair services on fire alarm systems, including: - Functional operation tests and corrective maintenance on individual facilities. - Emergency services as needed. - Software updates/installation on multiple alarm panels. - Service repairs, including troubleshooting alarm panels or components, replacing parts on a single facility. - System updates and installations to enable point-to-point notification capability within facilities. - Updates/maintenance to mass notification systems at individual facilities. - Complete replacement of outdated/damaged alarm panels. - Furnishing all direct materials with a markup of 15%. Specific line items include: O&amp;M Facility Fire Alarm System Maintenance (96 hours for functional tests, 10 hours for emergency services, etc.) and TWCF Facility Fire Alarm System Maintenance (126 hours for functional tests, 14 hours for emergency services, etc.). Period of Performance 1 October 2026 – 30 September 2031 Place of Performance Dover Air Force Base, DE 19902 Bidder Requirements Bidders must be small business concerns as this acquisition is set-aside for them. Additionally, bidders may need to demonstrate relevant experience in fire alarm system maintenance and repair. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior fire alarm maintenance work at Dover AFB under FA449722C0007, awarded to Media Plumbing &amp; Heating for $372,895 (10/01/21–09/30/26). The current requirement for fire alarm maintenance and repair—including functional testing, corrective maintenance, emergency services, panel/component troubleshooting and replacement, and related system updates—aligns with the prior “FIRE ALARM MAINTENANCE” scope. Additionally, Monaco Enterprises received a smaller related award (47QSWA19D003J-FA449725FG073) for $10,980 (10/01/24–09/30/25) described as “FIRE ALARM PANEL,” which is consistent with the panel repair/replacement elements included in the PWS.
