Background

The State of Delaware, through its Department of Health and Social Services, is seeking to engage a vendor to provide professional services related to behavioral health resource development. The goal of this contract is to enhance the delivery and management of behavioral health services within the state, ensuring compliance with relevant laws and regulations while addressing the needs of the community.

Work Details

The vendor will be responsible for delivering a range of professional services as outlined in the appendices attached to the agreement. These services include but are not limited to: conducting assessments, developing treatment plans, providing direct counseling services, training staff on best practices in behavioral health, and ensuring compliance with HIPAA regulations regarding Protected Health Information (PHI). The vendor must also ensure that all deliverables meet the standards set forth by the Department of Technology and Information (DTI) and comply with applicable federal and state laws. Additionally, the vendor will be required to submit monthly invoices detailing services provided, which must be paid within thirty days of receipt by Delaware.

Period of Performance

The contract will commence on the effective date specified in the agreement and will continue for an initial term of one year, with options for renewal based on performance and mutual agreement between the vendor and Delaware.

Place of Performance

Services will primarily be performed within the State of Delaware, at locations designated by the Department of Health and Social Services.

Bidder Requirements

Vendors must possess a valid Delaware business license as per 30 Del. C. § 2101. They are required to maintain appropriate insurance coverage including Worker’s Compensation, General Liability, and Professional Liability insurance. Additionally, vendors must have an active registration with SAM (System for Award Management) and provide a Unique Entity Identifier (UEI). Compliance with all applicable federal, state, and local laws is mandatory.
