DOC Anamosa Sallyport Tunnel & LUB Tunnel Wall Repair

Background

The Iowa Department of Administrative Services (DAS) is seeking professional design services for repairs to the Stone Utility Tunnel Walls located under the Sally Port Entrance and in front of Living Unit B at Anamosa State Penitentiary. The goal of this contract is to address existing structural issues, including void spaces and deteriorated wall joints, as well as deterioration of the concrete tunnel lid and paving above.

Work Details

The selected design firm will be responsible for conducting a structural investigation and developing repair solutions for the stone utility tunnel walls. Specific tasks include: 1) Structural investigation and creation of construction drawings and specifications for repairs; 2) Coordination with the State Historic Preservation Office (SHPO); 3) Field examination of existing buildings; 4) Design recommendations for materials based on experience, quality, and price; 5) Minor drawing work to assist in hazardous materials bid package development; 6) Survey work required for project completion; 7) Quality control during design, preconstruction, and construction phases; 8) Compliance with all Federal, State, and applicable codes; 9) Construction administration including review of submittals, change orders, pay applications, site visits, and punch list development.

Period of Performance

The contract is expected to commence upon execution in the week of June 22nd, 2026. A tentative design kick-off meeting is scheduled for the week of July 6th, 2026. The completion of construction documents is expected by September 14th, 2026, with construction administration continuing until January 2027.

Place of Performance

The work will be performed at Anamosa State Penitentiary located in Anamosa, Iowa.

Bidder Requirements

Firms must be registered with the Office of the Iowa Secretary of State. The selected firm must have sufficient qualified staff to deliver services needed. Professional liability insurance in the amount of $2 million is required. Firms certified as Targeted Small Businesses are encouraged to submit proposals.
