Background

The West Virginia Department of Health (WVDH), Bureau for Public Health (BPH), Office of Maternal, Child and Family Health (OMCFH) is issuing this Announcement of Funding Availability (AFA) to solicit proposals for the continuation of a program aimed at combating intellectual disabilities and severe health hazards in the state's population due to inherited metabolic disorders. This initiative is in accordance with West Virginia Code §16-22-2 and aims to ensure that newborns are screened for metabolic disorders and receive necessary care through collaborative efforts.

Work Details

The contract involves providing clinical consultation services five days a week, with emergency call availability 24/7. Key activities include: 1. Providing statewide medical/clinical consultation to primary care providers regarding children with or suspected of having inherited metabolic disorders. 2. Maintaining telemedicine capacity for emergency consultations. 3. Coordinating specialized dietary management for children with unique dietary needs due to inborn errors of metabolism. 4. Ensuring information technology support for quality improvement and cost-effectiveness evaluations. 5. Offering necessary dietary evaluation and management services for clients requiring medical nutrition foods through age 20, as funding allows. Performance measures will include collaboration metrics, tracking the number of children diagnosed and receiving care, qualitative assessments defined by OMCFH, participation in stakeholder groups, and submission of a comprehensive annual report.

Period of Performance

The contract will be performed from July 1, 2026, through June 30, 2027.

Place of Performance

The services will be provided statewide across West Virginia.

Bidder Requirements

Eligible applicants must be administratively linked to the West Virginia University Genetics Center.
