The State of Maine's Department of Education is seeking proposals for the development of a Public School Construction Planning Manual. This manual aims to provide a comprehensive approach for Major Capital School Construction planning and construction, supporting Maine School Administrative Units in modernizing their school facilities. The Office of School Facilities manages several programs to enhance the educational environment for pre-kindergarten through grade 12 students across approximately 600 public schools in Maine, aligning with the Department's mission and strategic priorities.
The awarded Bidder will be responsible for revising the existing (21-Step) Review and Approval Process and compiling supporting information corresponding to each step in the revised process. Key tasks include: 1. Review existing documentation and identify revisions (estimate 15 meetings with Office of School Facilities). 2. Administer in-person workshops (estimate 2) to gather recommendations from professionals such as architects and engineers. 3. Develop a Manual that includes: - A 5-phase process: Initiating a Construction Project, Concept Design, Construction Documents, Bidding & Contracts, Construction. - 4 critical State approvals: Site Approval, Concept Approval, Design & Funding Approval, Final Funding Approval. - 16 process steps including Project Team Selection, Building Analysis, Program Development, Site Selection, Local Referendum, and Project Audit. 4. Deliver an organized Manual that guides School Administrative Units through the planning, design, and construction process while ensuring accessibility compliance with State policies.
The initial period of performance is from September 1, 2026 to June 30, 2028, with an option for one renewal period from July 1, 2028 to June 30, 2030.
The work will primarily take place at the Department of Education in Augusta, Maine.
Bidders must demonstrate experience in planning and construction administration of Maine school projects. They are required to submit a certificate of insurance evidencing general liability and professional liability coverage. Additionally, bidders must comply with State of Maine travel policies for any travel expenses incurred during the project.
