Background

The State of Iowa, through the Iowa Department of Administrative Services (DAS), is seeking bids for as-needed landscaping services in the Des Moines Metro area. The goal of this contract is to maintain an attractive and weed-free appearance in landscaped areas, particularly on the Capitol Complex and other State facilities. This is a new contract with no prior sales history available. The resulting contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for landscaping goods and services, allowing for multiple contracts to be awarded.

Work Details

The contractor will provide various landscaping services including site preparation, planting, mulching, weeding, edging, and cleanup. The contractor must furnish labor, materials, equipment, supervision, and incidentals for task orders issued under this agreement. Individual task orders will specify work locations, drawings (if any), quantities, schedules, and deliverables. Specific services include: - Pruning of trees and shrubs - Bed maintenance - Tree removal - Annual color planting - Plant replacement - Site inspection Additionally, the contractor must provide products such as mulch (per cubic yard), sod (per square foot), fertilizer (per cubic yard), lime (per square foot), compost (per cubic yard), trees & plants (per each), and other catalog items.

Period of Performance

The contract term will begin on July 1, 2026, and end on June 30, 2027. It may be renewed by mutual agreement for up to five annual extensions for a total contract term not to exceed six years.

Place of Performance

The services will be performed at the Capitol Complex and various State facilities located in the Des Moines Metro area.

Bidder Requirements

Bidders must comply with current Iowa Occupational Safety and Health Standards. They must be licensed contractors with the Iowa Department of Inspections, Appeals, and Licensing at the time of bid submission. Bidders are required to maintain appropriate Commercial Pesticide Applicator Licenses from the Iowa Department of Agriculture and Land Stewardship for any pesticides or fertilizers used in completing services under this contract. Additionally, bidders must have sufficient inventory of materials to meet commercial needs and respond to service requests within 24 hours.
