The Maine Department of Education (DOE) is seeking proposals to design and conduct an evaluation of the implementation, operational aspects, and associated goals and objectives of the Maine Learning Technology Initiative (MLTI) program. This initiative aims to support equitable access to technology for all Maine students and educators, enhancing teaching and learning experiences. The DOE is mandated by State of Maine statute Title 20-A, Chapter 801 Section 19102 Part 4 to contract with an education policy research institute to assess the effectiveness of the MLTI program on student performance using valid, standardized assessment measures.
The awarded bidder will provide evaluation services for the MLTI program, which includes: 1. Developing a comprehensive evaluation plan that includes selecting key program activities for evaluation, determining methods for evaluation, and outlining a detailed timeline. 2. Employing a mixed-methods approach that combines quantitative and qualitative data collection through direct engagement with MLTI schools via interviews and focus groups. 3. Conducting evaluations aligned with the approved plan while minimizing disruption to educators and students. 4. Reporting annual findings in a structured report that includes an abstract, introduction, literature review, methodology, key findings with data visualizations, conclusions, and recommendations for program improvement. 5. Ensuring communication with Maine DOE throughout the evaluation process and providing interim findings upon request.
The anticipated contract period is from July 1, 2027, to June 30, 2029, with options for two renewal periods: July 1, 2029 - June 30, 2031 and July 1, 2031 - June 30, 2032.
The services will be performed within the State of Maine across various School Administrative Units (SAUs) participating in the MLTI program.
Bidders must be recognized as an education policy research institute capable of conducting evidence-based research related to education systems. They must comply with all applicable laws and regulations regarding conflicts of interest and provide documentation such as a certificate of insurance evidencing liability coverage.
