USPF&O Partial Roof Replacement

Background

The Delaware Army National Guard is issuing DEARNG Contract No. 2026-04 for the partial roof replacement at the United States Property & Fiscal Office (USP&FO) Building located in New Castle, Delaware. The project aims to enhance the facility's structural integrity and ensure its operational capability by replacing the existing roofing system.

Work Details

The scope of work includes: 1. Removal of the existing EPDM roof down to the metal deck. 2. Installation of a new single-ply membrane roof assembly, which includes R-30 minimum tapered insulation and densglass sheathing on the existing metal deck. 3. Replacement of roofing accessories including, but not limited to, roof drains, drip edges, curb flashings, etc.

Period of Performance

The contract work is expected to commence after the award and will be completed within a specified timeframe following the contract execution.

Place of Performance

The work will be performed at the United States Property & Fiscal Office Building located at 1161 River Road, New Castle, DE 19720.

Bidder Requirements

Bidders must attend a mandatory Pre-Bid Meeting on June 22, 2026, at 11:00 AM local time at the USP&FO Building to establish subcontractor listings and address questions. Bids must include a bid security equivalent to ten percent of the bid amount and all additive alternates. The successful bidder will be required to post a performance bond and payment bond equal to 100 percent of the contract price upon execution of the contract. Minority Business Enterprises (MBE), Disadvantaged Business Enterprises (DBE), Women-Owned Business Enterprises (WBE), and Veteran-Owned Business Enterprises (VBE) are encouraged to submit bids.
