Background

The State of Hawaii, Department of Accounting and General Services (DAGS) is seeking qualified firms to provide professional services for capital improvement projects and other miscellaneous projects during the fiscal year 2027, which spans from July 1, 2026 to June 30, 2027. The goal is to enhance infrastructure and address various needs across multiple disciplines.

Work Details

DAGS anticipates the need for professional services in the following disciplines: 1. Architecture (GS-0808) 2. Civil Engineering (GS-0810) 3. Electrical Engineering (GS-0850) 4. Mechanical Engineering (GS-0830) 5. Structural Engineering (HRS-464 - Structural Engineering and GS-0810 - Civil Engineering) 6. Landscape Architecture (GS-0807) 7. Surveying (GS-1373 - Land Surveying) 8. Community Planning (I.E. Planning) (GS-0020) 9. Environmental Engineering/Services (GS-0819) 10. Other Architecture/General Engineering (GS-0801 - General Engineering; GS-0808 – Architecture; GS-0810 - Civil Engineering; GS-0850 - Electrical Engineering; GS-0830 – Mechanical Engineering). Services include but are not limited to: Pre-design/planning services, land acquisition/due diligence services, project management, construction management, safety engineering, LEED consulting, commissioning and retro-commissioning services, energy performance engineering consulting, geotechnical engineering, and corrections and detention architecture/engineering consulting.

Period of Performance

The contract will be performed during the fiscal year from July 1, 2026 to June 30, 2027.

Place of Performance

The services will be performed statewide across various locations in Hawaii as required by specific projects.

Bidder Requirements

Firms must have a Hawaii licensed architect or engineer on staff for relevant categories of work. They must also submit a Statement of Qualifications that includes experience relevant to the project type, past performance on similar projects, capacity to accomplish work in required timeframes, and any additional criteria determined by the selection committee. Insurance coverage requirements include: - General liability insurance of at least $1 million per occurrence and $2 million aggregate; - Automobile liability insurance of at least $1 million per accident; - Professional liability insurance of at least $1 million per claim and $2 million annual aggregate; - Workers compensation as required by law.
