Background

The Metropolitan Airports Commission (MAC) is issuing this solicitation for the 2026-2028 Glycol Recovery Program at Minneapolis-St. Paul International Airport. The MAC's mission includes ensuring safe and efficient airport operations. This project aims to manage glycol waste resulting from aircraft deicing operations, thereby supporting environmental sustainability.

Work Details

The contractor will be responsible for the following tasks: 1. Installation and removal of sewer by-pass plugs in existing storm sewer pipes at various locations on the airfield. 2. Collection of glycol/water mixtures from aircraft deicing operations and transportation to the Owner’s Glycol Management Facility. 3. Cleaning the interiors of existing Glycol Tanks in preparation for inspection by the Owner. 4. Repairs to the Glycol Tank liners.

Period of Performance

The contract will be performed over a term of two years, covering the deicing seasons of 2026-2027 and 2027-2028.

Place of Performance

The work will be conducted at various locations on the airfield of Minneapolis-St. Paul International Airport.

Bidder Requirements

Bidders must comply with Minnesota Statute, Section 473.144 regarding affirmative action plans for contracts exceeding $100,000. Evidence of compliance must be submitted within one MAC business day following bid opening. The MAC has a goal of 9% utilization of Small Businesses (SB) on this project, and bidders must demonstrate good faith efforts to meet this goal.
