Annual Notice to Providers of Professional Services for Fiscal Year 2027

The Department of Hawaiian Home Lands (DHHL) is seeking Professional Services and Consultants for various projects during Fiscal Year 2027, which spans from July 1, 2026, to June 30, 2027. - Telecommunications - Workforce Research and Analysis. Specific subcategories are detailed in the Response Forms (Attachments 1 and 2). Interested firms must submit a completed Response Form for each major category they wish to apply for.

Period of Performance

The contract will be performed over the Fiscal Year 2027 period from July 1, 2026, to June 30, 2027.

Place of Performance

Services will be performed in Hawaii as specified by the individual project requirements.

Bidder Requirements

Firms must submit a Statement of Qualifications that includes a background description of the firm and experience of key staff members. Additionally, they must provide client references for up to five clients contacted within the last year. For Engineering and Land Surveyor categories specifically, submission of completed CIP DPW Form 120 is required along with copies of professional licenses for referenced personnel. A signed self-certification statement confirming that the firm is not debarred or suspended is also necessary.
