Background

The State of Maine's Department of Health and Human Services, specifically the Office of Behavioral Health (OBH), is seeking proposals for Behavioral Health Workforce Development: Continuing Education and Professional Development Training Services. The goal of this contract is to provide high-quality training opportunities for substance use disorder (SUD) and mental health providers in the state. This ensures they have access to ongoing education that meets professional licensing requirements. The OBH aims to support a comprehensive behavioral health continuum of care that promotes health, safety, resiliency, and opportunity for all Maine residents.

Work Details

The awarded contractor will be responsible for providing at least 150 trainings annually, with a minimum of 135 delivered live (either online or in-person) and at least 10 asynchronous or on-demand trainings developed each year. Trainings must cover categories such as recovery-oriented practices, co-occurring mental health and SUD care, and care delivery informed by service recipient experiences. Additional responsibilities include event planning, content development, educational outreach, technical assistance (TA), training administration services, maintaining a website with training resources, collecting participant feedback, ensuring compliance with continuing education credit requirements, developing an annual training plan, and coordinating with other behavioral health workforce development initiatives.

Period of Performance

The initial period of performance is from January 1, 2027 to December 31, 2028. There are options for two additional renewal periods: Renewal Period #1 from January 1, 2029 to December 31, 2030 and Renewal Period #2 from January 1, 2031 to December 31, 2031.

Place of Performance

The services will be performed within the State of Maine.

Bidder Requirements

Bidders must have at least five years of experience in providing behavioral health training services to adult learners within the last ten years. They must also demonstrate experience delivering training related to relevant professional licensing boards' continuing education requirements. Bidders are required to comply with insurance requirements as outlined in the State of Maine IT-Service Contract.
