Summary: Background The U.S. Fish and Wildlife Service (FWS) is issuing this solicitation for the drilling, developing, and testing of a new water supply well at the Eastern Virginia Rivers National Wildlife Refuge located in Warsaw, Virginia. The goal of this contract is to establish a reliable source of potable water that meets the needs of the refuge while adhering to state and local health regulations. Work Details The contractor will be responsible for drilling a new 4-inch diameter cased artesian water supply well capable of delivering a safe yield of 10 gallons per minute. The estimated depth of the well will be determined in the field, with potential strata ranging from 200-800 feet deep. The contractor must coordinate with the facility manager regarding the exact location and depth based on site conditions. All work must comply with Virginia Department of Health requirements, including obtaining necessary permits before commencing operations. The contractor is also required to provide a proposal for the drilling and appurtenant work. Period of Performance The contract performance period is from July 1, 2026, to September 7, 2026. Place of Performance The work will be performed at Eastern Virginia Rivers National Wildlife Refuge, located at 336 Wilna Road, Warsaw, Virginia 22572. Bidder Requirements Bidders must furnish required performance and payment bonds within 10 calendar days after award. Additionally, bidders are required to have appropriate licenses and permits for well drilling as mandated by local and state regulations.
