This Request for Proposals (RFP) aims to secure pigging services to remove flow restrictions from low spots in the county's pipeline system.

Work Details

The contractor will provide comprehensive pigging services which include: 1. Engineering Estimate & Special Considerations: All necessary tools, fittings, connections, equipment with hoses, project management personnel (OQ Certified), vehicles, and freight for materials to the job site. 2. Preliminary Work & Safety Plan: Notify Operations/Building Services Manager before commencing work; submit final procedures and safety plans. 3. Cleaning/Pigging: Use an array of pigs to clean specified lengths of pipeline at a predetermined rate while monitoring discharge concentrations. 4. De-rigging and Demobilization: Ensure all tasks are completed and obtain approval from Operations/Building Services Manager before demobilizing equipment back to contractor facilities. 5. Personal Protective Equipment (PPE): All personnel must wear steel-toed boots, hard hats, fire-resistant clothing, safety gloves, safety glasses/shields, ear plugs, and chemical clothing.

Period of Performance

The contract period is expected to commence on July 1, 2026, and conclude by October 31, 2026.

Place of Performance

Services will be performed at various locations within Washington County, Minnesota.

Bidder Requirements

Contractors must comply with Minnesota Statute provisions regarding nondiscrimination and must not be debarred or suspended from federal or state contracts. They are required to maintain specific insurance coverage including commercial general liability and pollution liability. Proof of insurance must be provided prior to contract execution.
