CSAH 61 (Hemlock Ln) and CSAH 130 (Elm Creek Blvd) Intersection Improvement

Background

The project is initiated by Hennepin County, Minnesota, aimed at improving safety and accessibility at the intersection of CSAH 61 (Hemlock Ln) and CSAH 130 (Elm Creek Blvd) in Maple Grove. The goal is to enhance mobility and safety by eliminating channelized right-turn islands, introducing smart channel designs, removing unnecessary buffer space, replacing and upgrading traffic signals, and upgrading ADA accommodations.

Work Details

The work includes grading, bituminous pavement installation, construction of a shared use path, ADA improvements, storm sewer installation, lighting installation, and traffic signal upgrades. The contractor is required to furnish all materials and perform all work according to the approved plans and the Department of Transportation's 'Standard Specifications for Construction, 2025 Edition'.

Period of Performance

The contract work is expected to commence after the bid opening on June 23, 2026, with completion anticipated by May 29, 2026.

Place of Performance

The project will be performed at the intersection of CSAH 61 (Hemlock Ln) and CSAH 130 (Elm Creek Blvd) in the City of Maple Grove, Minnesota.

Bidder Requirements

Bidders must comply with specific requirements including submission of a Non-Collusion Declaration and Responsible Contractor Verification. They must also provide a Payment Bond and Performance Bond equal to the contract amount as required by MN Statute § 574.26. Additionally, bidders are required to meet Disadvantaged Business Enterprise goals as specified.
