Hvac Preventive And Reactive Maintenance

Background

The Women’s Community Correctional Center (WCCC) is under the Hawaii Department of Corrections and Rehabilitation for the State of Hawaii. The purpose of this Invitation for Bids (IFB) is to provide a quote for heating, ventilation, and air conditioning (HVAC) preventative and reactive maintenance services for all WCCC units throughout the facility located at 42-477 Kalanianaole Highway, Kailua, HI 96734.

Work Details

The qualified Vendor shall execute tasks including: - 24/7 equipment maintenance and onsite support for HVAC equipment; - Responding to emergency service calls within one hour; - Cleaning up areas affected by maintenance services; - Repairing any damage caused during maintenance at no cost to WCCC; - Notifying WCCC prior to installation of new parts; - Submitting written warranties for integral equipment parts; - Performing manufacturer-recommended monthly, quarterly, and annual inspections and preventive maintenance for all air conditioning units including routine inspections, cleaning, adjustments, lubrication, and minor replacements of consumable components. Specific activities include inspecting and replacing air filters, cleaning condensate drain lines, inspecting belts and pulleys, applying coil cleaner to fan coil units, testing refrigeration performance, inspecting compressors for leaks, verifying airflow in ducts and vents, lubricating mechanical components as per manufacturer specifications, and providing documented reports of all inspections and services completed.

Period of Performance

The initial performance period for this agreement shall be two years from July 1, 2026, through June 30, 2028. The agreement may be extended for up to three additional terms of two years each upon mutual agreement.

Place of Performance

The contract will be performed at the Women’s Community Correctional Center located at 42-477 Kalanianaole Highway, Kailua, HI 96734.

Bidder Requirements

Vendors must meet all qualification requirements at the time of bid submission including: - Proof of Hawaii Compliance Express compliance dated at the time of bid submission; - Proof of licensing compliance; - Evidence of at least five consecutive years of experience in HVAC maintenance services; - Three current references from clients receiving HVAC preventive services; - Completion of a site inspection prior to bidding; - Passing a security background clearance process.
