Background

The City of Bloomington, through its Planning and Transportation Department, is issuing a Request for Information (RFI) to select a consultant team to provide on-call long range planning services. This initiative aims to support the City’s mission by addressing various planning needs throughout Bloomington, particularly in relation to the Comprehensive Plan, Transportation Plan, and Safe Streets and Roads for All Safety Action Plan.

Work Details

The Consultant will provide professional planning, engineering, and statistical analysis services on an as-needed basis. Key projects include updating Safe Routes to School action plans for six elementary schools and developing subarea plans identified in the Comprehensive Plan. Services may include:

Traffic Operational Analysis

Evaluate existing traffic and infrastructure conditions (vehicular and pedestrian) within the study area, providing data, analysis, and recommendations. - Art & Graphics: Creation of art and digital graphics for plans and marketing materials.

Language Translation

Translation services for marketing materials as required by the Safe Streets for All plan.

Fiscal Analysis

Conduct analyses such as development profitability analysis, housing rehabilitation feasibility studies, cost-of-service analysis, and value capture analysis.

Period of Performance

The contract will be performed on an as-needed basis with an expected initiation of two Safe Routes to School Action Plans and one subarea plan within a calendar year until all required studies are completed. The project budget is assumed to be $250,000.

Place of Performance

Services will be performed throughout the City of Bloomington, Indiana.

Bidder Requirements

Consultants are not limited to the City’s Pre-Approved Consultant List. Respondents must demonstrate relevant experience with public engagement around complex projects and familiarity with federal, state, and local laws related to planning. Disadvantaged Business Enterprise (DBE) or other relevant certifications are encouraged.
