Summary (Newest Update)

Background The Government is conducting market research to identify potential sources that possess the facilities, expertise, capabilities, and experience to meet qualification requirements for Reliability and Maintainability (R&M) engineering support services for helicopter platforms TH-1H, UH-1N, HH-60W, and MH-139. This requirement is part of a five-year cost-plus-fixed-fee contract strategy that will continue through FY32. The contractor's facility must be located near Robins Air Force Base to facilitate frequent face-to-face reviews and collaborative efforts. Work Details The contractor will provide engineering support services including: conducting root cause analysis of in-service failures; developing and updating preventative maintenance procedures; recommending design modifications to improve reliability; providing on-site technical assistance to maintenance crews; performing R&M evaluations; integrating new technologies into existing systems; conducting research related to supportability improvement; providing engineering support for avionics systems, aircraft structures, mechanical systems, and support equipment; fabricating or procuring hardware/software for modifications/upgrades; and rapid response to field locations for deficiencies. Government furnished equipment will be provided as necessary. Contractor furnished materials must equal or exceed the quality of original parts. Period of Performance The geographic location(s) the product will be delivered to or performed at. Place of Performance Contractor's facility must be located in the local area of Robins Air Force Base. Bidder Requirements This effort is an 8(a) set-aside. Responses from companies not certified as 8(a) participants will not be considered. Contractors must demonstrate capabilities related to the tasks outlined in the solicitation and provide relevant business information including CAGE code and certifications such as Small Business or Veteran Owned status. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent, with PCI Aviation awarded FA855222D0002 (09/09/22–09/08/26) for reliability and maintainability engineering services supporting USAF rotary-wing aircraft, including HH-60W, MH-139, UH-1N, and TH-1H. Additional PCI Aviation contract actions under the same base award (FA855222D0002-FA855224F0006 and FA855222D0002-FA855225F0006) further cover R&M engineering services in the HH-60W/MH-139/UH-1N/TH-1H fleet. The current requirement’s focus on root cause analysis, preventative maintenance procedure updates, design modifications for reliability, and on-site technical assistance aligns closely with the prior R&M sustainment work described for these same helicopter platforms.
