Background The USDA Forest Service (FS), Procurement Operations (PROPS) is issuing this synopsis/solicitation notice to comply with the USDA’s policy in the Contracting Desk Book regarding Blanket Purchase Agreements (BPAs). The USDA FS intends to award a competitive BPA Call Order for Disaster Relief Invasive Treatments within the Payette National Forest, located in Adams County, Idaho. The Land Management Integrated Resources BPA (LMIR) is a National BPA that encompasses a wide range of work including Professional Services, Natural Resources Restoration, Engineering, Project Management, NEPA compliance, and Communications. This BPA is available for use by all federal agencies across various Forests and Grasslands. Work Details The tasks under this contract include: - Conducting invasive species treatments as part of disaster relief efforts. - Implementing professional services related to natural resources restoration. - Providing engineering support for project management activities. - Ensuring compliance with NEPA regulations throughout project execution. - Engaging in effective communication strategies to inform stakeholders about project progress and outcomes. The work will focus on improving watershed conditions, enhancing wildlife habitats, and managing forest resources effectively. Period of Performance The period of performance for this contract will be determined upon award of the BPA Call Order and will span multiple months or years as required by the scope of work. Place of Performance Payette National Forest, Adams County, Idaho. Bidder Requirements Bidders must be approved companies eligible for call orders under the LMIR BPA for USFS. There are currently 59 businesses that will receive this solicitation. Bidders must demonstrate relevant experience in invasive species management and restoration projects, possess necessary licenses or certifications, and have qualified personnel available to execute the tasks outlined in the solicitation. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract activity under the USFS Land Management Integrated Resources (LMIR) BPA, including awards to MP Forestry (LMIR BPA 12363N23Q4023; $1,211,193 for 09/25/25–10/31/27) and smaller LMIR BPA call-order awards to Absolute Forestry ($54,964; 04/21/25–10/31/25). In addition, Wilson Ag Consulting received closely related invasive treatment work tied to BAER EDRR efforts on nearby National Forest units (Boise NF 2024 Wapiti and Lava BAER EDRR invasive treatments), which aligns with the disaster relief invasive treatment focus for the Payette National Forest. These prior efforts appear to be a continuation of the same general invasive species treatment and disaster-response restoration scope executed under USFS BPA mechanisms.
