Summary (Newest Update)

Background The Department of Veterans Affairs, Network Contracting Office 16, is issuing this Request for Quote (RFQ) for Regulated Medical Waste (RMW) and Reusable Sharps Container Management & Disposal Services. This contract is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The goal of the contract is to ensure proper management and disposal of medical waste across multiple facilities within the Central Arkansas Veterans Healthcare System. Work Details The Contractor shall provide all labor, tools, materials, equipment, transportation, and supervision necessary to complete all work associated with providing regulated medical waste and reusable sharps container management & disposal services. Services will be conducted at the following locations: 1) McClellan Memorial Veterans' Hospital, 4300 W. 7th Street, Little Rock, AR; 2) Fort Roots Drive, North Little Rock, AR; 3) Additional Community Based Outpatient Clinics (CBOCs) in Conway, Searcy, Russellville, Hot Springs, Pine Bluff, and El Dorado. The contractor must conduct a site survey to determine the quantity and frequency of service for sharps containers. Compliance with local, state, and federal regulations including OSHA and EPA is mandatory. The contractor will provide rigid puncture-resistant vertical drop reusable sharps containers and ensure their exchange when they are ¾ full or less. All regulated medical waste requiring incineration must be staged appropriately at both campuses for pick-up. Period of Performance The period of performance for this contract is from August 1, 2026 to July 31, 2031. Place of Performance The services will be performed at various locations within the Central Arkansas Veterans Healthcare System including Little Rock and North Little Rock facilities as well as several CBOCs in Arkansas. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior award 36C25620D0048, awarded to Neie Medical Waste Services for $1,703,327 (07/01/20–01/31/26). The prior contract included regulated medical waste disposal along with management and disposal of regulated medical waste and reusable sharps containers, including pickup and disposal services. The current RFQ’s scope similarly focuses on regulated medical waste and reusable sharps container management/disposal across the Central Arkansas Veterans Healthcare System, suggesting continuity of the same service line.
