Summary (Newest Update)

Background UNICOR, Federal Prison Industries, Inc. is issuing this solicitation for a contract that aims to provide Diesel Engine DYNO Testing and Remanufactured services. The contract is structured as a one (1) base plus one (1) option year indefinite delivery-indefinite quantity type contract with an Economic Price Adjustment. This solicitation is set aside for small businesses, and the non-manufacturer rule applies, requiring that products be sourced from small businesses. Work Details The contractor will perform the following tasks: - Conduct dyno testing of CAT C12 engines and Allison HD 4070 (Gen 3 and Gen 4) transmissions. - For CAT C12 engines: - Initiate testing within ten working days of receipt. - Achieve optimal performance specs: 430-435 HP, 1550-1650 ft-lbs torque, with efficiency at 1,475-1,500 RPM. - Provide complete dyno reports via email and hard copy. - If failures occur, remanufacture engines within 30 days and provide necessary components if not covered under standard rebuilds. - Paint rebuilt engines CAT Yellow and provide a minimum one-year warranty. - For Allison HD 4070 transmissions: - Similar testing requirements with specific performance metrics including max gross input torque of 1465 ft-lbs and gross input power of 465 HP. - Remanufacture Gen 4 transmissions within 30 days if failures occur. - The contract includes a guaranteed minimum quantity of one vehicle with an estimated not-to-exceed quantity of seventy vehicles over the contract period. Place of Performance The work will be performed at UNICOR's facility located at: UNICOR, Federal Prison Industries, Inc., 201 FCI Lane, Glenville, WV 26531. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract history with UNICOR for diesel engine and transmission remanufacturing and related warranty work. For example, MTP Drivetrain Services (15UC0C23D00002251, $276,852) has provided HMMWV engines and transmissions under an IDV that includes engine remanufacturing and at least a one-year warranty, with deliveries to UNICOR locations including Glenville, WV. Jasper Engine Exchange (15UC0C24D00000091, $83,170) has performed engine and transmission rebuilds for FPI Bennettsville, which aligns with the current solicitation’s focus on dyno testing of CAT C12 engines and Allison HD 4070 transmissions and remanufacturing those components upon failure.
